Support CustomSeparator for TElFloatSpinEdit

Pleas add a CustomSeparator-Property for TElFloatSpinedit.

We want to use the control to set some Version of some components and want to use a dot (".") in all cases independent from FormatSettings of OS.

Obviously this was no simple change, hence this request did not make it into the 2014 release. It is on the backlist, though.
