TElTreeInplaceComboBox visual issue - missing scrollbar

Hi,

Under some circumstances, the TElTreeInplaceComboBox doesn't show the vertical scrollbar if needed.

Assume many elements and a larger DropDownCount. When there is not enough space into the bottom direction, the component places the dropdown window above the edit field. In case there is not enough space to the top of the screen, the scrollbar should be shown.
