I have a TElGraphicButton with UsArrow  set to true.  I assigned some codes to the OnArrowClick event, but once clicked, the arrow section of the button stays down.  I tried many things to bring it up but I could not find any property or any sets of operations to bring it up again.

Must be obvious, but I could not find the solution.

Here is a simple project file that replicates the problem.

Popup menu, which you show from the OnArrowClick event handler needs some special processing, because it reasquires mouse capture, and so, the control does no receive subsequent mouse up event.

So, it's simpler to link your menu to the button's PullDownMenu property without any code in the OnArrowClick event handler.
