Cannot focus error breaks at ElPgCtl.SetActivePage line #2112 (UpdateMultilineOrder).

I'm trying to track down an elusive "cannot focus" error. Delphi debugger breaks at line #2112 within ElPgCtl.pas (UpdateMultilineOrder).  Any suggestions?  I'd like to send/attach file, but I am unable to write a small, reproducible example.  Main program is 1.5m lines.
